Many of the European gas stations like BP take the gas coupons. You can buy them on post/base. (The Army has Posts, Air Force have Bases)
You purchase fuel at the price on base/post and get a coupon. When you fill up on the economy, you simply give them the coupon. It's not a big deal. Just ask first to make sure they take the coupons.
It isn't difficult at all and a lot cheaper than the prices on the economy.
